Armor: This armor is the one he uses for normal superheroics. It possesses enhanced strength, and speed. Pressurized air blasters in the hands can do more damage than a flight stabilizer or 'Repulsor' could normally. The suit also comes equipped with some mini missiles, and a utility belt full of useful gadgets. This armor comes with an AI inside of it. Wrist lasers have been added to the armor for when air is not a sufficient weapon. Furthermore the armor based off of studies of the Star Rod and other canon artifacts is able to produce hand held energy constructs. Bionic Implants:
Bionic Implants are a series of extremely advanced devices that have been implanted inside his body. These enhance the capabilities of the one implanted. So far he has learned of the following bionic enhancements to his body.
Bionic Brain: His brain has been enhanced with bionics. This makes it function much like a super computer, but actually it is capable of doing more than that. With a thought he can connect to the internet and perform research, but this sometimes gives him a headache. His brain can also be used to connect to any database on the planet for research. What this means is that if he encounters someone he could potentially run him through Interpol's database/Argus's Database/the database of other similar groups. It also gives him a sort of X-Ray vision ability that is not hampered by lead unlike that of certain kryptonian individuals anyway.
Bionic Strength: Smarts alone is not enough to win a battle. Sometimes physical strength is the required approach to handle a threat. The implants inside his muscles have increased his strength to levels above and beyond that of a normal human. Presently he is unaware of the exact limitations of this ability, but he knows he can lift about 60 tons presently. Really though he can lift up to 100 tons when he actually pushes himself to the absolute limits of his bionics.
Bionic Energy Wave: One of the abilities provided by the Bionics. This allows him to release a sort of energy wave that is powerful enough to stop a speeding train, or when dialed down knock someone over. This has many applications, and is one of the bionics he uses a lot more than he should.
Enhanced Durability: Going out on missions is dangerous work, especially because the body can only take so much damage. His body is durable enough to withstand fifteen hits from Superman to his body, but any after that would potentially prove lethal to him.
So far he has yet to discover any other bionics.

Personality: Jeff is someone you would want as an ally, because once he trusts you have a friend in him. Jeff is also very determined that NO ONE will hurt his friends if he can avoid it. This has often led to confrontations of varying difficulty between him, and some superheroes or superhero groups. Jeff is also a determined individual when he sets his mind to something, and will not waiver at all. Jeff loves to experiment with machines, and can be constantly seen experimenting with them. Personally he'd love to get his hands on the Bat Cave and the Fortress of Solitude as well as other highly advanced places, but he believes that that will never happen. Due to that, he's somewhat discouraged. Jeff also has a temper that is equivalent to 1000 suns. Don't make him mad at you. Just don't.

Due to the League possessing what amounted to a cannon in space capable of raining orbital death, very few people weren't able to be convinced. So millions of dollars were poured into the creation of Jeff. Bionics were created and installed inside his body. Enhancements were done so as to make him able to survive the pain of the bionics being implanted. Once his training was completed he's been sent out on his first mission. Quite notably his first mission involves him attempting to become a well known and popular superhero.
